SUB: NOTICE INVITING TENDER
Sealed Percentage Tenders are invited in two bids Part II Technical Bid & Part I Financial Bid for the following work from the contractor having adequate experience and capabilities to execute such magnitude of similar works.
Name of work : AMC for Operation & Comprehensive Maintenance of Medical Gas Line System.
( Vaccum pumps, Air compressors, oxygen & nitrous manifolds ).
Approx cost : Rs 8 lacs
E.M.D. : Rs 16,000 /-.
Cost of Tender document : Rs 500 /- in cash ( Non-refundable ).
Date of sale of tender documents : From 18/08/2010 to 31/08/2010 ( Excluding Saturdays, Sundays & Holidays ).
Date of Submission of tender ( Part I & II ) on 01/09/2010 upto 14.30 in the Engineering department, Tata Memorial Centre, Sixth floor, Service Block, Parel, Mumbai – 12.
Opening of Part II ( Technical Bid ) – on 01/09/2010 at 15.30 hrs.
Tender documents for the above work can be had from the Engineering department on any working between 10.00 hrs and 16.00 hrs on the dates and on payment as mentioned above per set in cash ( Non refundable ) on production of (a) Bank solvency certificate of minimum Rs 3.20 lakhs. (b) Annual turn over certified by chartered accountant for the last five years. (c) List of similar works carried out during last 5 years (d) Performance certificate (e) List of plant & machinery (f) List of Technical staff they possess. In addition, list showing the cost of work completed / in progress in the last 5 years, year wise shall also be produced for consideration for issue of tender papers. (g) The agency should have full fledged office / work shop in Mumbai nearby. The tender document will not be sent by post.
In case the last date of sale and / or the date of receipt and opening of tender is declared as Holiday, the respective dates shall be treated as postponed to the next working day, correspondingly.
Earnest Money should be deposited along with the Technical Bid in the form of Demand Draft, Pay Order of the State Bank of India or Scheduled bank in favour of Accounts Officer, TMC, Cheques and Bank Guarantees for Earnest Money Deposit will not be accepted.
Part II – Technical Bid will be opened on the same day at 15.30 hours in the presence of the attending tenderers. After opening of Part II tender, competent authority shall constitute an inspection team who will visit their office & worksites on going / completed works to evaluate the technical capability of the tenderers based on the following points. (a) Finanical capability and their turn over during the last 5 years (b) Technical capability of the company in the light of the subject work. (c) Nature of work executed by the tenderer during last 5 years (d) Organizational structure of the company (e) Assets of the company required to carry out the subject work. (f) Time & quality consciousness (g) Tendency of the company with regard making extraneous claims and disputes (h) Profile maintaining of site and specification of present tender ( Preference will be given to agencies carrying out similar types of works ).
Part I – containing Financial Bid of tender will be opened at a later date and the date of opening of Part I of the tender will be communicated to successful tenderes who are qualified by technical evaluation involving visit to the contractors ongoing / completed work sites, office.
The Director / Chief Engineer, TMC reserves right to accept the work in full or in part of reject the tender in full or in part without assigning any reason thereof.

STANDARD / SAFE OPERATING PROCEDURE
COMPRESSED AIR
- Before starting the compressor, be sure the manual and all warning signs have been completely read.
- Pipes should be properly labeled that carry compressed air and the direction of air flow correctly labeled with an arrow. Shutoff valves should be properly labeled and identified so air can be shut off quickly in an emergency situation.
- Hose, fittings, regulators and valves should be inspected periodically for leaks.
- Goggles must be worn over safely glasses when cleaning with compressed air.
- Flexible air hoses should be kept as short as possible to minimize tripping hazards and to reduce whipping action in the event a hose would fail.
- High pressure jacketed lines should be anchored at several points to prevent them from whipping.
- Quick disconnected fittings should be installed on flexible air hoses in high fire hazard areas, the hoses can be disconnected quickly, preventing whipping actions that might not only cause injury and damage but also stoke a fire.
- Use a vaccum system rather than compressed air for cleaning whenever possible. Vacuuming stirs up less dust and other particles than an air compressor does.
- DO NOT use compressed air to :
Transfer flammable liquids.
Static electricity build up can discharge and ignite the liquid.
Empty containers. The containers could rupture due to excessive internal pressure.
Clean clothers, hair or skin.
- When using compressed air, direct air away from eyes and skin.
- To reduce noise exposure and prevent exhaust from the equipment or tool, direct the pressure relief valve away from work areas.

STANDARD / SAFE OPERATING PROCEDURE
Arrangement prior for testing & Maintenance.
Where work of repair maintenance is planned, concerned Wards / Depts should be informed in good time and make sure the following preparations are made:-
a) Ascertain the extent of work so that staffing / time requirement may be determined.
b) Determine which gas (es) are involved so that the necessary equipment is available.
c) Obtain drawings of the area affected ( where possible ) and submit in advance so that work flow can be planned. Some sites may required the completion of a risk assessment for the work to be carried out before any action is taken.
d) Arrange for testing of the existing system for particulate contamination prior to a break in, as necessary.
e) Identify end of line outlets.
f) Check that there is free access for staff and equipment ( particularly important in a ward / building ).
g) If the testing is to be carried out in an occupied ward, ensure that ;
i) Nursing staff are aware for testing will be performed and have informed affected patients.
ii) There is free access to all affected outlets for staff and equipment.
iii) There are not seriously ill patients who may be inconvenienced by the testing
h) Check that additional cylinders / regulators are available.
i) Ensure that there is a secure storage area for test equipment if necessary.
j) Ensure that before any work is started, all terminal units affected by the work are labeled “ DO NOT USE “ to indicate that the system is under test and should not be used.
k) Ensure that the permit to work is available and that the relevant details have been entered.
l) Ensure the pipeline is purged and filled with the specific working gas before (MGPS) may in some instance wish to have an input into the purging and filing of the pipeline system with the working gas before testing commences.
